General Administration of Customs of China: Improve the efficiency of customs clearance of goods and ensure smooth circulation of the supply chain of the industrial chain

   On September 27, at the regular briefing on policies of the State Council on supporting the stable development of foreign trade held by the Information Office

of the State Council, Jin Hai, Director of the General Business Department of the General Administration of Customs, introduced the work done by the Customs

in supporting the stable development of foreign trade. He said that the customs at all levels, taking into account the actual situation, conscientiously implemented

10 measures to promote stability and quality of foreign trade, 6 measures to help small and medium-sized enterprises, and 7 measures to help enterprises to reduce

costs, and introduced targeted customs support measures for Nansha, Guangzhou, Qianhai, Shenzhen and other open highlands to the outside world. In order to help

enterprises and protect market players, they optimized the customs clearance environment, ensured smooth cross-border logistics, strengthened analysis, research

and judgment, and promoted the security and stability of the “two chains”, Do a good job in policy publicity, boosting confidence in foreign trade development and other

aspects, pay close attention to implementation and continue to make efforts.

        Jinhai said that, in order to minimize the adverse impact of the epidemic on foreign trade, the customs, while increasing the input of human resources and resources

at the customs clearance site at ports, further promoted the pilot projects of “direct delivery by ship” of imported goods and “direct shipment upon arrival” of export goods

at eligible ports, supported the expansion of the pilot scope of “confirmation of departure” and other models, optimized the regulatory measures for cross-border rapid

customs clearance, and cooperated with the improvement of the non-contact cargo handover model, We will do a good job in ensuring the customs clearance of “white list”

enterprises in the supply chain of key industrial chains, make every effort to ensure the safe and smooth customs clearance at ports, and improve the level of facilitation of

customs clearance of import and export goods. At present, from the perspective of customs business in the Yangtze River Delta and other regions, the import and export of

goods have recovered significantly, and the stable development of foreign trade still has a certain foundation. On the basis of the above work, the customs will continue to

strengthen the tracking, research and statistical analysis of the foreign trade situation, strengthen the release and interpretation of import and export data, and actively

translate into measures and suggestions to support the stability and quality improvement of foreign trade in various regions, guide market expectations, enhance enterprise

confidence, serve policy decisions, constantly consolidate and improve the efficiency of customs clearance of import and export goods, and ensure the smooth circulation of

the supply chain of the industrial chain in key regions, Provide strong support for promoting the stable development of foreign trade

       In addition, the national customs also actively carried out credit cultivation and supported more enterprises to become senior certified enterprises of the customs. We will

steadily promote AEO international mutual recognition, and promote enterprises to enjoy the same convenience at home and abroad. Expand the scope of application of the
